In October, Prime Minister Medvedev said Moscow might demand advance payments for delivering Russian natural gas, a threat that raised the specter of a cutoff as the winter heating season began.  Putin’s top economic adviser linked the tighter rules to Ukraine’s consideration of what he called the “suicidal step” of signing the EU deal.
